How do I become a balance responsible party (BRP) in Sweden? Svenska kraftnät, eSett and Ediel

Short answer: You sign three agreements, each at least one month before you start: an imbalance settlement agreement with eSett, a balance agreement with Svenska kraftnät, which eSett coordinates, and an account agreement with an approved settlement bank. Before that, you sign an Ediel agreement with Svenska kraftnät and pass its Ediel tests. Collateral must be in place three weeks before the start, readiness to receive invoices two weeks before. eSett quotes four to six weeks on average once the complete form is in.

Who is involved

  • Svenska kraftnät is the Swedish transmission system operator. In its words, whoever wants to become a BRP must make a formal application, sign the necessary agreements and show that both the technical and the legal requirements are met. The BRP role in its current form exists since 1 May 2024, when the former balansansvarig role was split into a balancing service provider (BSP) and a balance responsible party (BRP).
  • eSett Oy, owned by the Nordic transmission system operators, runs the imbalance settlement for Sweden, Norway, Finland and Denmark and administers the BRP agreement on Svenska kraftnät's behalf.
  • Edielportalen holds the registers of Ediel actors and the test system for Ediel messages. It is operated by Statnett's Systemstøtte for Ediel in Norway.

Step 1: Register your interest, twice

With eSett, register in the Customer Portal and fill in the BRP application form, or write to settlement@esett.com. With Svenska kraftnät, send the signed Ediel agreement in two copies, a current registration certificate from Bolagsverket and the interest form to struktur@svk.se. A company that already holds an Ediel agreement for another role keeps it and adds the role, with further Ediel tests.

Step 2: Ediel

Ediel is the Swedish market's system for electronic information exchange, used by every actor on the market. Svenska kraftnät assigns your Ediel-ID; your contact person registers users on Edielportalen; then you run the system tests and the actor tests for your role. Svenska kraftnät returns your signed copy of the Ediel agreement only once the actor tests are approved. eSett's own instructions put this first: a BRP operating in Sweden enters into the Ediel agreement after the Ediel testing, before the eSett agreements are signed. For market data with the TSO beyond Ediel, Svenska kraftnät uses ECP/EDX; you install an ECP endpoint and an EDX toolbox and connect them to your systems. Step 3: The three agreements

  1. Imbalance Settlement Agreement with eSett. Its appendices are the fees, the collateral rules and the Nordic Imbalance Settlement Handbook; appendix 1 of the handbook lists the requirements for becoming a BRP.
  2. Balance Agreement with Svenska kraftnät. eSett pre-fills it and coordinates the signing; for Sweden, both signed copies go to eSett. The current agreement is BRP-avtal 5938-3; the agreement and its appendices are on Svenska kraftnät's site.
  3. Agreement on Right of Disposal of Cash Account and Cash Collateral with an approved settlement bank and eSett, plus the bank's MT101 and MT940 forms for both accounts. eSett's model keeps a pledged collateral account apart from the settlement account, so the settlement account can carry a credit limit or sit in a cash pool.

Each agreement is signed at least one month before the start.

Step 4: Collateral

Collateral is a precondition for a BRP in Sweden, Finland and Norway, not in Denmark. It can be an on-demand guarantee issued by the settlement bank, cash on the pledged account, or both, and must be in place three weeks before the start. Before eSett has data for its dynamic calculation, you provide estimates of your average weekly production, consumption and bilateral and exchange sales in MWh. Afterwards, eSett publishes the invoices and updated collateral requirements in the Online Service on Mondays by 13:00 CE(S)T, and additional collateral is due the same day. The settlement account must cover the current week's debit plus the collateral requirement by the end of each Monday.

Step 5: Structures, connectivity and invoicing

You provide your settlement structures through the BRP application form; connection details are only needed for machine-to-machine messaging. eSett establishes you in its system and gives your administrator access to the Online Service once the collateral is placed. Two weeks before the start, you must be ready to receive invoices: through an e-invoice operator, or as PDF files to an address you name. eSett invoices from the week you are established; until there is settlement data, only the weekly fee.

What it costs

Svenska kraftnät's fees for 2026, invoiced by eSett: a base fee (grundavgift) of 1.60 EUR per MWh, an imbalance fee (obalansavgift) of 1.15 EUR per MWh of your imbalance volume per bidding zone, and a weekly fee of 30 EUR for eSett's administration. For 2027, Svenska kraftnät has announced a base fee of 0.65 EUR per MWh with the other fees unchanged. On top come the imbalance itself, settled per quarter hour, your bank's costs and the capital tied up in collateral.

Working back from the start date

The agreements are signed one month before, the collateral is in place three weeks before, invoicing is ready two weeks before, and the Ediel tests come before any of it. The steps you do not control are the Ediel tests and the bank's signatures, so start those first.

Who do I sign the BRP agreement with in Sweden?

With Svenska kraftnät, through eSett, which pre-fills the balance agreement and coordinates the signing on the TSO's behalf. The imbalance settlement agreement is with eSett itself.

Is Ediel mandatory?

Yes. Every actor on the Swedish electricity market exchanges data through Ediel. You sign the Ediel agreement with Svenska kraftnät and pass its tests before the eSett agreements are signed.

How much collateral does eSett require?
